A property developer and a contractor were fined after a worker was found dead on a construction site they were overseeing.
Otari Davidovich Hudoyan, from East London, was found dead at the site in Essex with injuries that were concurrent with a fall from height, which might indicate that further health and safety courses training is needed by both staff and employers.
Principal contractor Ali Aslan and property developer Kemal Has were prosecuted by the Health and Safety Executive (HSE) for failing to ensure that employees were working in safe conditions.
Mr Aslan, of Shelbourne Road, Haringey was fined £10,000 and ordered to pay costs, while Mr Has, of Windsor Avenue in Walthamstow, was fined £15,000 plus costs by the Central Criminal Court.
HSE inspector Helen Donnelly, said: "All construction sites need to be properly managed by competent contractors. Had this have happened, then Mr Hudoyan's death could have been avoided."
The organisations statistics show that there are provisionally thought to have been 2,100 falls on construction sites in 2008-09, with 21 fatalities reported.
